Big Picture, are there any extant 2-way means of communication that can be encrypted that don't use anyone else's infrastructure?

Radio is the obvious answer, but in my country at least, encryption on the amateur (low-cost / free) bands is illegal.
Wondering if anyone has any bigger picture ideas for a practical architecture. The way I see it, there really isn't one aside from launching my own satellite (which is also probably illegal!)
