Best Way to Block TikTok?

My work is working on solutions to block TikTok because of security risks. For inside the network we are going to use the firewall and our endpoint management software. For outside the network we are not sure what is the best way. Microsoft mdm is not reliable. I have suggested possible a group policy blocking access or using Cisco Umbrella. What are some good suggested solutions of blocking out of network devices from using TikTok?
