Asking workers for once: why is there a cybersecurity skills gap?

I am doing a research project on this issue right now— looking at cybersecurity capacity building efforts in the US, UK, Australia, and Israel. Everyone agrees that there’s a skills gap. Very few propose scalable solutions or offer reasons that fully explain the issue.
