Are all domain TLDs 'safe' to buy from a privacy perspective?

Looking to buy a domain name to have more control over how my email forwarding works. I'm wondering if all domain TLDs are equal in terms of data privacy & security?
With .com domains being $$$ to buy I was hoping to buy something a bit more fringe. For example, instead of buying foo.com I would buy foo.mr (.mr being a country TLD for Mauritania in Africa). The .MR TLD doesn't require local presence unlike some country TLDs.
