Apple's end-to-end encryption, but you can reset the password?

Most reputable cloud based password managers claim they offer zero knowledge encryption, and if you forget your password, there is no password reset button. What I find confusing is Apple claims they also offer end to end encryption, however you can reset your Apple ID password by having them send you a password reset link via email.
