Apple Private Relay uses non-private CloudFlare DoH outside Safari

This still creates a lot of confusion, but I've been testing this several days and came to the title's conclusion.

On Apple documentation, the behavior is thoroughly explained from Safari perspective, which leads to the question "Ok, but what happens outside Safari when APR is on?" (ie, using third party web browser).

Tested using AdGuard home, PiHole, several DoT profiles, and web tools like [1.1.1.1/help](https://1.1.1.1/help) and [https://dnscheck.tools/](https://dnscheck.tools/) my findings are the following:
