App accessing location without permission

Hello guys, I'm on Grapheneos and there is this app called "Tethering" that accesses my location every couple minutes when I have the gps on. What's even weirder is that normally on it's permissions there is no location toggle and when I click on it through the green thing on the top right corner, the location permission is set to "not allowed". How is that even possible?
