Anyone with insights about USPTO data breach(es)?

I’m not suggesting that the United States Patent & Trademark office had a data breach but there have been a lot of unusual periods of downtime during the week over the past several months (since 10/2021) coupled with recent data security enhancements like requiring photo IDs and SSNs to file trademarks.
I don’t know if the USPTO is required to acknowledge a breach or if they’re prevented/shielded from divulging such information but I would love someone close to confirm or …
