Anti-phishing corporate initiative

I work in the GRC security team at my company and my manager is looking for ways to drive down our phishing simulation click rate and drive up the rate at which folks report these fake phishes. Figured this could be a good time to lead an initiative.
What have any of you seen that’s accomplished the above? We monitor the report/click rates fairly well but we don’t do as much to affect those numbers. …
