am i misunderstanding how ips are finger-printable?

from what i can understand, the asn is the only real identifiable factor, as it generally cuts you dont to a pool of ~200k people, atleast for me.
however there are different sections (or blocks) of ips that can be much smaller, but that doesnt matter since you can restart and change yours. However, since my isp decides what block i am, i could be stuck with a single block for months …
