I've recently purchased a Visa Vanilla gift card to sign up for a virtual SMS service, but every service I uses rejects the card (This is a fresh card, never used). I believe it may be because Visa is only liable for the $150 on it, and these web services don't want to be on the hook in case I don't pay a bill.

Any suggestions for alternatives?
