ADB backup failed

Hey everyone long time lurker first time poster.

Recently at my department we’ve encountered an issue where multiple android devices we have tried to forensically download keep failing. When they fail we get the message “ADB backup failed shared memory was partially extracted or failed.”

Each of these phones already had developer options enabled. We’ve tried resetting the developer options and removing the debugging permission and basically restarting the entire process with no success.
