Why is Switzerland missing on the Internet Freedom Index?

I've been taking privacy seriously finally, and was looking into the best countries for internet privacy to connect to. Seems Iceland and Estonia top most lists, but I noticed in every list I found Switzerland isn't on it. From what I've read I'd think they would top the lists but they're missing on all of them. I'm curious why and haven't had any luck on google.
