Potential Government Spying Software?

I recently discovered that state-owned internet service EriTel is mandating users to download a "certification" on their phones and computers (the country in discussion is Eritrea). Now I am not too savvy on the implications of certificates, but in the link that I have attached here, the certificates are aimed at "preventing cybersecurity threats." But doesn't the built-in Windows Defender and other built-in antivirus systems on devices prevent that? Something seems suspicious.
