Is there a way to access external hard drive with Veracrypt without having software downloaded on every device?/ how to encrypt complete hard drive?

I recently bought, formatted, and partitioned a new WD external hard drive to work with both Mac and PC, and I am now wanting to password protect it as the original WD password software has been removed.

From the research I've done, I can only find information saying I need to download Veracrypt on any device I plan on opening my hard drive. Is this true?
