Curious what are the minimum necessary measures a forum/chat based service needs to comply with.

Say :

1. I make an account with name, email, & phone number on a messaging service, such as Reddit.
2. Assume that information is encrypted at rest, and assume a data breach, then all messages tied to my account are tied to an encrypted user.
3. Assume encryption at transfer via TLS.
4. Assume messages are also collected in a DB.
