Suppose the FBI got a warrant to wiretap some person's communications. How would they wiretap the cellphone calls?

My understanding is that cellular calls are end-to-end encrypted? So if the FBI sat in the middle, they would only hear noise. In other words, the decryption key is on each of the cellphones and not with the phone company.
