In the article about Epstein’s island there’s a lot of location info. But can someone explain exactly how the firm acquired this?

I thought one of those horrible tracking apps like FB, TikTok, Insta or you name it had to be running for the location to be tracked? Or visiting a website that tracks location. They can’t just run in the background gathering location info, can they?
