Government Contracting - Why do Google and AWS pay so much more than others?

In the DC area, cleared contractors with some years of experience are making 180-220k (non-management) at places like Deloitte, Raytheon, Booz Allen, Leidos, etc.

However, I keep hearing about how Google and AWS pay 300k+ for cleared cyber personnel. Why is that? Is it because those staff have very specific expertise in their Google and AWS solutions -- versus general COTS knowledge?
