Google changing country of my account, despite me never logging in

In December 2023 I got an email saying that my account is now associated with Russia and the Russian terms and conditions will apply.
This is not completely surprising, because when using YouTube, sometimes I get switched to the Russian YouTube. Maybe because a family member watches videos in Russian and it has detected that we're on the same network.
