I have seen some smaller local breaches in which a fair amount of data was exfiltrated. These breached companies generally don't notify people that their data has been compromised.

One example is a company who's data was exfilled, then made publicly available. I have reviewed the data and there are a fair number of sensitive records and no one has been notified.
