been asked to create cyber security training guides. where do I even start?

Hi all.

Recently started a new role for a small organisation and I have been tasked to create all of our cyber security training documentation and in feeling a little overwhelmed and don't know where to start.

I have recently setup ms365 phishing simulations and training and will run those once a month but also want to enroll staff on annual cyber security training.

I think budget is limited so I would essentially be creating the guides myself.

Any ideas …
