Alternatives to Alexa for Seniors to Use in an Emergency Slip-and-Fall situation

My father lives alone and is pretty old. He had a bad slip and fall accident and by dumb luck a neighbor who was working in their yard overheard him yelling for help and was able to call 911.

I want to hook the entire house up with Alexa for the sole purpose of him being able to call 911 from any part of the house if he has a fall and cannot access a cell phone.
